California Has Gay-Certification Program To Tap Into $633 Million For “LGBT” Businesses

Americans are used to handouts for favored groups. Affirmative action in university admissions, corporate “diversity” initiatives, and minority-owned contracting requirements direct opportunities, resources, and contracts to supposedly “oppressed” groups, such as women, Native Americans, blacks, and Hispanics.

In California, state Democrats have embraced another kind of favoritism: contracts for state-certified gay-owned businesses.

The scheme operates through the California Public Utilities Commission (CPUC), which regulates privately owned utility companies. California utilities spent more than $43 billion in 2024 on contractors—fuel suppliers, surveyors, engineers, and others—whose work helps deliver water, gas, electricity, and internet service to California’s 39 million residents.

In 1986, Governor George Deukmejian signed Assembly Bill 3678, which required certain CPUC-regulated utilities to submit annual “plans” for buying goods and services from woman- and minority-owned companies. Two years later, CPUC created its “Supplier Diversity Program,” which would enforce the law and set contracting “goals” for large utilities.

Under a series of Democratic governors, the program has expanded to include gay-owned businesses. In September 2014, then-Governor Jerry Brown signed legislation requiring CPUC to recognize “LGBT-owned businesses” as eligible for supplier-diversity benefits. Five years later, Governor Gavin Newsom expanded the program further, “encouraging” other companies involved in the energy sector to award contracts to gay-owned firms.

In the years that followed, CPUC faced activist pressure as it implemented the gay expansion. BuildOUT California, a since-rebranded LGBT building-industry organization, sent a letter to the commission arguing that “homophobia” existed within “the ranks of the utility companies.” The state’s legislative LGBTQ caucus suggested in a 2021 letter that even considering lower gay-procurement targets was “an insult to the LGBTQ+ community.”

By 2022, CPUC had fully implemented the expansion. In practice, this meant establishing a “goal” for utility companies with annual revenues exceeding $25 million to buy things from state-certified LGBT businesses: 0.5 percent of procurement in 2022; 1 percent in 2023; and 1.5 percent in 2024 and beyond. If “large” CPUC-regulated utilities met these “goals” in 2024, they would have sent roughly $633 million to LGBT-owned firms.

This scheme raises an obvious question: How does a business qualify as officially gay? Paperwork. Supplier Clearinghouse, a group that certifies firms for the CPUC program, features a list of qualifications linked on its website. Applicants can secure certification by providing a letter from an “LGBT organization” attesting to their sexual preferences; proof that a newspaper identified them as “LGBT”; or three letters from “personal contacts” written “on company letterhead” attesting to their homosexual orientation. Corporate officials who “falsely represent” their business as gay face up to a year in county jail.

Supplier Clearinghouse also accepts gay-certification letters from the National LGBTQ+ & Allied Chamber of Commerce. The chamber has its own list of accepted documents, including human resources complaints or police records claiming LGBT discrimination. As NGLCC states on its website, “Certification is a journey, not a destination.”

Mary Ann Horton has experienced this “journey” firsthand. Horton, an early internet pioneer credited with helping develop the e-mail attachment, is a white male who “transitioned” and is now married to a woman. Horton’s company, Red Ace, is registered in California as a woman- and LGBT-owned business.

“The other thing I was able to do, I made sure there could be no oil drilling off the East Coast, the West Coast and 150 miles off the Gulf of Mexico [unintelligible] too,” Biden said to Jay Leno.

There’s nothing more elitist than two multimillionaires who own vintage gas guzzlers laughing about killing the oil industry.

Hillary Clinton Blasts Joe Biden After Endorsing Him Twice

Twice-failed presidential candidate Hillary Clinton appears to be suffering from buyer’s remorse about the 2024 race.

After repeatedly praising former President Joe Biden’s 2024 campaign, Clinton now says his decision to seek re-election was a “terrible mistake.”

“He made a terrible mistake for himself, his legacy and for the country,” Clinton said Monday of Biden’s decision to run for a second term.

She made the scathing remarks during an interview with a New York Times editor in Manhattan.

The comments are at odds with Clinton’s repeated endorsements of both Biden and former Vice President Kamala Harris during the election cycle.

A Headline USA review of Clinton’s social media found that she spent much of 2024 urging voters to back Biden.

“I’ll be voting Biden,” Clinton wrote on June 28, 2024.

Clinton quickly endorsed Harris, Biden’s chosen successor, after he exited the race later that summer.

“Here’s what I know: We need to defeat Donald Trump. We need to elect Kamala Harris,” Clinton wrote on Sept. 10, 2024.

Adding to her rebuke on Monday, Clinton said that a different Democratic nominee “would have beaten Donald Trump” if the party had a competitive race.

“I think it was a terrible miscalculation on the part of President Biden,” Clinton continued.

She further suggested the nominee could have been Harris, a governor or a senator. She also said Biden triggered a “terrible dilemma” after he claimed he had never signaled in 2020 that he would be a one-term president.

Her comments come as Biden and former first lady Jill Biden expand their longshot efforts to defend their political legacy amid criticism from Democrats who blame the Bidens for propelling Trump’s grand return to power in 2025.

Biden exited the race only after mounting pressure within his own party following his disastrous performance in the first debate with Trump.

Outlets like Headline USA had long covered the evidence of Biden’s cognitive decline throughout his presidency.

By contrast, Legacy media organizations and Clinton herself downplayed or shielded him from scrutiny.

It’s now 2026, and plenty of Arctic ice remains.

But Gore remains unencumbered by facts. During the interview, Gore boasted that the scientists were “dead right” regarding all of the predictions about the warming of the planet.

This caused the interviewer to inquire what was wrong with his ‘documentary.’

“If scientists were dead right, why has so much been made about this documentary and what was wrong?” the interviewer asked.

“Uh, well, they cherry-picked a few little…About how many years the Arctic is ice-free, the snows of Mount Kilimanjaro,” Gore replied. “The main elements the scientific community has confirmed are right.”

EU Parliament Backs Hardline Immigration Bill Paving the Way for Mass Deportations as ‘Send Them Back’ Chants Shake Brussels

The European Parliament has approved a tough new deportation law, deemed the ‘strictest ever,’ aimed at removing illegal migrants faster, signaling that Europe’s failed open-borders era could be finally being forced into retreat.

The return regulation passed by 418 votes to 218, with 30 abstentions. Once formally approved by the Council, it will create a harder EU-wide framework for deporting migrants who have no legal right to remain in Europe.

The vote produced a charged scene inside the chamber. Supporters applauded, while MEPs on the right chanted “send them back”—a phrase that summed up the demand now rising across Europe’s streets, ballot boxes and parliaments.

Left-wing lawmakers answered with chants of “shame on you.” But for millions of Europeans, the real shame is not deportation but that illegal migrants have been allowed to stay for years after being ordered to leave.

Only around 20 percent of people ordered to leave the EU are actually removed.

The new law is designed to end the EU’s farcical deportation system. It imposes tougher cooperation duties, expands detention powers, strengthens entry bans, allows return hubs outside the EU, and makes it harder for rejected migrants to disappear into another member state.

At the center of the package are return hubs in non-EU countries. These facilities would allow member states to transfer rejected asylum seekers and irregular migrants outside the bloc through agreements with third countries.

The hubs could serve as transit sites for people awaiting return to their countries of origin. They could also hold migrants for longer periods when their home countries refuse to cooperate or when immediate removal is not possible.

Unaccompanied minors would be exempt from transfer to the hubs. Families with children, however, could still be moved under the framework—a point that enraged NGOs and left-globalist, pro-migration politicians.

For supporters of the law, return hubs are not radical. What was radical was allowing Europe to become a permanent holding zone for people who had no right to stay.
The law would require migrants facing removal to actively cooperate with authorities. They would have to provide documents, share information and remain available for deportation.

The deadline for the New York City deadline for the first budget negotiation cycle is looming for June 30, 2026. The elephant in the china shop is how to close the city’s budget gap projected to reach into the multi-billions of dollars. Thanks to Albany’s bailout which mitigated the impending financial disaster, Mayor Zhoran Mamdani was able to avoid raising property taxes. Nonetheless, the City Council giddily advocates significant NEW spending initiatives. Taxpayers from New York State have facilitated Mamdani’s proposing a $124.7 billion dollar executive budget.

Will the Big Apple expand its Rental Voucher program? Currently the 2023 eligibility rules are in force, although some council members desire an expansion. The mayor already campaigned on expansion but dropped that promise when he realized the prohibitive costs. Any expansion would necessarily exceed the current almost $1.8 billion budget. This contentious issue promises to be a potential sticking point in budget negotiations.

Low income public transportation riders already enjoy a 50% discount, but some council members are proposing up to $135 Million dollar more to make those fares free. Were this initiative to be passed the standing $96 Million dollar would double. However, the IBO (Independent Budget Office) underscores that a Fair Fare expansion would still be cheaper than “Fast and Free” buses.

In what seems to many as counterintuitive, the council, charged with living within budget constraints, still envisions staff increases rather than staff reductions which would add $32 Million over the next three years.

In a point of contention, Mayor Mamdani had initially proposed to cut 100 positions for Parks Enforcement Patrol officers. The council, on the other hand, desires to employ 200 new officers which would raise the budget allocation by about $40 Million.

Handwritten Epstein Notes Found, Confirm He Wanted to Hurt Trump as Badly as Possible, Wasn’t Friend at All

This isn’t the kind of news liberals generally see fit to print.

The New York Times Magazine this week published a mammoth look at the last days of life for sex criminal Jeffrey Epstein, apparently aimed at establishing firmly whether the official finding that Epstein committed suicide actually holds water

On that front, the effort is a failure, but the notoriously liberal publication did manage to cement one fact — and it’s not the kind of fact its liberal readership craves when it comes to President Donald Trump.

Since Trump’s return to the White House in 2025, political opponents who spent four years forgetting that Epstein ever existed have suddenly morphed into Torquemada-level fanatics about the affairs of the late, unlamented Epstein.

As usual for the left, the goal has nothing to do with the truth — Epstein’s associates were overwhelmingly leftish (even if you leave Bill Clinton out of it), and his political contributions all leaned decidedly in the Democratic direction.

The aim of the left instead is to try to link Epstein and his evil to Trump in any way imaginable — to make it appear the two men were friends and that Trump is somehow tainted with Epstein’s crimes. But the magazine report does exactly the opposite.

In fact, Trump’s name comes up only five times in the report’s nearly 150 paragraphs, twice as a means of establishing another person’s identity (former Trump adviser Steve Bannon, former Trump Attorney General Robert Barr), and three times in phrases that make it clear Epstein was anything but a friend of the man who’s now in the Oval Office.

In one paragraph describing the methodology behind the mammoth report, the article stated:

“We obtained about a dozen pages of other notes handwritten by Epstein in jail that were also previously unseen — including some in which he tried and failed to come up with significant information he might have on Donald Trump to offer to prosecutors,” the report stated. (Emphasis added.)

Pennsylvania Supreme Court Accuses Far Left Philly DA Larry Krasner of Misrepresenting Cases – Imposes Embarrassing New Rule on Him

Larry Krasner is the Soros-backed district attorney of Philadelphia who loves to threaten ICE agents with arrest while letting dangerous criminals out of jail.

In a stunning turn of events this week, the Pennsylvania Supreme Court accused Krasner of misrepresenting the facts of cases in his quest to dismiss charges against criminals.

They also imposed an embarrassing new rule on him. Going forward, when Krasner wants to dismiss charges and let someone out of jail, the case is required to be reviewed by the state attorney general’s office.

Pa. attorney general must review cases Philly DA wants to overturn, state Supreme Court rules

In an extraordinary ruling from Pennsylvania’s Supreme Court, if the Philadelphia District Attorney’s Office wants to overturn a conviction in state court, the state Attorney General’s Office must be given the chance to review the case and make sure a proper investigation was done.

The order comes as a King’s Bench petition, which is basically a mechanism for the high court to take over a case and review it. The case at hand involved Lavar Brown, a man convicted of killing two men in the early 2000s and sentenced to death row.

In their opinion, the five Democratic and two Republican justices said District Attorney Larry Krasner has “numerous instances of untrustworthy concessions, lack of candor, misrepresentations of fact, lack of adequate investigation, and avoidance of hearings” and is “unreliable.”

They said when a district attorney fails to follow through on their duties it “does not minister justice, it facilitates injustice.”

The high court said because “the problems are poised to continue,” it’s now requiring the Attorney General to intervene on behalf of the commonwealth.

‘Slash the Pentagon Act’ Would Cap Trump’s Military Budget To Fund Healthcare, Education, and More

Democratic US Sen. Ed Markey of Massachusetts took aim Monday at President Donald Trump’s illegal war of choice on Iran and request for a record $1.5 trillion in total military-related spending authorization by introducing legislation that would cap the Pentagon budget at half that amount.

Markey introduced the Slash the Pentagon Act at a Capitol Hill press conference that took place “as Americans struggle to pay for healthcare, rent, electricity, groceries, and gas, while Trump has spent over $100 billion on his expensive, dangerous, and unnecessary war with Iran.”

“Instead of funding Medicaid and education or investing in veterans’ care, Republicans want to pad the pockets of gold-plated defense contractors with billions more dollars for weapons and wars we do not need,” Markey said at the press conference.

“Just before SpaceX’s IPO made Elon Musk a trillionaire, Trump gave SpaceX billions in contracts for his expensive and ineffective ‘Golden Dome’ system,” Markey continued. “Coincidence? No, corruption.”

“It’s time to put people before the Pentagon and make major cuts to Trump’s bloated and wasteful defense spending,” the senator added. “We should invest in our hospitals, schools, affordable housing, and the real security American families need right now – not expensive wars and weapons that make us less safe.”

Markey’s bill comes just days after the Senate Armed Services Committee voted 18-9 to advance the $1.15 trillion National Defense Authorization Act (NDAA) for fiscal year 2027, and the House Appropriations Defense Subcommittee approved the Fiscal Year 2027 Defense Appropriations Bill during a closed-door markup. The House bill provides $1.072 trillion for the Pentagon and other military-related activities, a $234 billion increase from this year’s enacted level.

The Trump administration’s broader national security proposal requests nearly $1.5 trillion in total defense-related spending for 2027, which includes $350 billion in supplemental funding for munitions production, shipbuilding, missile defense, drones, artificial intelligence, and other long-term military programs.
