Ottawa Police Team Up With Federal Intelligence Agencies, Including US DHS and FBI, to Launch “Enhanced Intelligence Operations and Investigations” Against Truckers For Freedom Convoy

Thousands of trucks have gridlocked the Canadian capital city of Ottawa for almost a week, with protesters aiming to pressure Canadian Prime Minister Justin Trudeau to end all mandates and lockdowns associated with Covid-19. Participants are refusing to leave until the authoritarian restrictions are lifted completely, and with both sides not budging, the Canadian government is turning to drastic measures in an attempt to crush the grassroots uprising.

On Friday, the Ottawa Police Service (OPS) announced they are pairing with several federal intelligence agencies and other law enforcement divisions to launch “enhanced intelligence operations and investigations” that will target individuals who are participating in the Canadian Truckers For Freedom Convoy.

US law enforcement agencies, including the Federal Bureau of Investigation (FBI) and Department of Homeland Security (DHS), will also assist with the crackdown by investigating “online threats that originated in the US,” despite little to no evidence or behavior that has indicated any violence is being planned.

According to the OPS statement, the ‘enhanced investigation’ will begin targeting the key figures who are behind the organization of the convoy as part of the Canadian government’s “increased effort to identify and target protestors who are funding/supporting/enabling unlawful and harmful activity by protesters.”

Former Acting Inspector General for the U.S. Department of Homeland Security Pleads Guilty to Scheme to Defraud the U.S. Government

A former Acting Inspector General for the U.S. Department of Homeland Security, Office of Inspector General (DHS-OIG) pleaded guilty today to federal charges stemming from the theft of proprietary software and sensitive databases from the U.S. government.

According to court documents, Charles K. Edwards, 61, of Sandy Spring, Maryland, executed a scheme to steal confidential and proprietary software from the government. Edwards worked for DHS-OIG from February 2008 until December 2013, including as Acting Inspector General. Prior to DHS-OIG, he worked at the U.S. Postal Service Office of Inspector General (USPS-OIG). At both agencies, Edwards had access to software systems, including one used for case management and other systems holding sensitive personal identifying information of employees.

After leaving DHS-OIG, Edwards founded Delta Business Solutions Inc., located in Maryland. From at least 2015 until 2017, he stole software from DHS-OIG, along with sensitive government databases containing personal identifying information of DHS and USPS employees, so that his company could develop a commercially-owned version of a case management system to be offered for sale to government agencies.

DHS Warns of “Anti-Government Extremists” Terrorism Over Possible Upcoming COVID Lockdowns

The Biden administration is again warning of potential threats from terrorists foreign and domestic, saying they could be fueled by anything from the arrival of refugees from Afghanistan to possible new Covid-19 restrictions.

For the remainder of 2021 and into 2022, “racially or ethnically motivated violent extremists and anti-government/anti-authority violent extremists will continue to pose a threat” to the US, said a bulletin from the Department of Homeland Security on Wednesday.

Foreign or domestic terrorists have historically targeted crowded venues and “at times caused mass causalities (sic),” the DHS pointed out, noting that the upcoming “dates of religious significance over the next few months” and the continued reopening from pandemic lockdowns “could provide increased targets of opportunity for violence.” However, they rushed to note there are “currently no credible or imminent threats tied to any dates or locations.”

However, if “new public health restrictions” are put in place in the event that a new Covid-19 variant emerges, that could also be potentially used as a “rationale” for violence against the government or public health officials by “anti-government extremists,” the DHS said.

Moreover, some “domestic violent extremists” (DVE) have “attempted to use the relocation of Afghan nationals” to the US to “exacerbate historical DVE grievances over immigration and the American Muslim community,” the bulletin argued.

The DHS also complained about “narratives online” that allegedly promote or advocate violence against “elected officials, political representatives, government facilities, law enforcement, religious communities or commercial facilities, and perceived ideological opponents.”

Department of Homeland Security Working to “Identify, Respond to Spread of Conspiracy Theories,” Agency Claims

A Department of Homeland Security bulletin indicates the federal agency is concerned with the spread of “conspiracy theories” online.

A press release Wednesday acknowledged DHS is “engaging industry partners to help identify and respond to the spread of disinformation, conspiracy theories, and false narratives on social media and other online platforms, while protecting privacy, civil rights, and civil liberties.”

A corresponding National Terrorism Advisory System (NTAS) bulletin noted the so-called conspiracy theories are being wielded by bad actors to inspire people to commit violent acts.

“Law enforcement officials have expressed concerns that the broad sharing of false narratives and conspiracy theories that endorse the use of violence will continue to gain traction, resulting in individuals or small groups embracing violent tactics to achieve their desired objectives,” the bulletin stated, at the same time noting there’s currently no specific imminent, credible threat.

“DHS is concerned that increased acts of violence, as well as targeted attacks against law enforcement, may strain local resources and challenge the ability of law enforcement to maintain the safety and security of local communities.”

DHS Begins Releasing Gas on NYC Citizens at 120 Locations in ‘Biological Attack Simulation’

On Monday, the Department of Homeland Security and the Metro Transit Authority began a drill in which government agents will release a gas at over 100 locations to simulate a biological attack on the city. Authorities say the gas is “non-toxic” but will be released in closed spaces underground in the city’s subways system as well as outdoors.

The event, which is being referred to as an “airflow and dispersion study,” runs from October 18 through the 29th. It will simulate the aerosol release of a biological agent in a densely populated urban environment.

The project includes the release of “low concentrations of safe particle and gas tracer materials” as part of two programs, the Urban Threat Dispersion (UTD) program and the Chemical and Bio-defense Testbed (CBT) program, according to the DHS.

“The study will track movement of non-toxic material and the results from these tests will be used to learn more about the relationship between airflow in street level and underground environments,” the MTA said.

While a full list of locations was not made available to residents, a DHS document lists Times Square, Grand Central, Penn Station, Union Square, and the World Trade Center transit hub as sites for tests, with testing both indoors and outdoors.

The DHS claims the particle gas tracers are non-toxic and pose no health risks. The non-toxic substances include salt, glycerol, maltodextrin (sweetener), a fluorescent brightener, non-coding DNA oligos, amorphous silica among others. Sounds real healthy.

Naturally, the idea of government agents spraying the public with “safe gas” has many folks worried. Since these plans have been available for over a week, many folks are worried that they may be used as cover for an actual biological weapons attack. After all, many of the world’s recent attacks have taken place simultaneously with drills or exercises of a similar nature.

Biden DHS Official: Americans Trying to Preserve Their Heritage ‘Makes Me Sick’

Samantha Vinograd, the Department of Homeland Security’s new acting assistant secretary for counterterrorism and threat prevention in the Office of Strategy, Policy and Plans is a former CNN analyst who said the idea of Americans trying to preserve their heritage makes her “sick.”

While appearing on CNN in March 2019, Vinograd slammed President Trump for giving a speech at CPAC about the importance of preserving our heritage.

“His statement makes me sick, on a personal level,” Vinograd said. “Preserving your heritage, reclaiming our heritage, that sounds a lot like a certain leader that killed members of my family and about six million other Jews in the 1940s.”

“But our national security level, the president talks about preserving our heritage as a catch-all for implementing policies that misallocate resources,” Vinograd continued. “He pretends there are massive flows of illegal immigrants coming over our borders and spending billions of dollars on a border wall emergency instead of paying attention to real national security threats. He sounds a lot like despotic leaders who talked about white heritage and white nationalism around the world and putting resources in the wrong place and pretending there are foreign people trying to influence our country in a way that just isn’t accurate.”

DHS considers using January 6 to justify mass social media surveillance of citizens

The Department of Homeland Security (DHS) is considering hiring private firms to analyze public social media posts for extremism “red flags”, sparking debate on such threat monitoring without violating the civil liberties of citizens.

The DHS and other law enforcement and intelligence agencies were blamed by the media for ignoring the signs of the Jan. 6 riot in Capitol Hill through content shared on social media platforms.

According to a report in the Wall Street Journal, the DHS is considering hiring private firms to analyze public social media posts.
Sources claim that the effort, which is still under discussion and has not received funding, would involve sifting through public social media posts for narratives providing leads in potential attacks, whether by domestic or foreign actors.

“What we’re talking about now is dramatically expanding our focus,” said John Cohen, the DHS official spearheading the project.
However, the project has sparked debate within the agency and the White House on the balance between security efforts and the protection of civil liberties. Some feel that sifting through social media posts is governmental overreach, a concern shared by civil and digital rights advocacy groups.

DHS Warns of ‘Increasing’ Threat of Violence From ‘Trump Conspiracy’ – Admits There is No Evidence of Specific Plot

The Department of Homeland Security has once again released a bulletin warning of an ‘increasing but modest’ threat of violence related to an online ‘conspiracy theory’ that Trump will be reinstated.

The DHS also conceded there is no specific evidence of a credible plot.

“Some conspiracy theories associated with reinstating former President Trump have included calls for violence if desired outcomes are not realized,” according to a DHS Office of Intelligence and Analysis bulletin obtained by ABC News.

H.R. 666 (115th): Department of Homeland Security Insider Threat and Mitigation Act of 2017

H.R. 666 requires the Secretary of the Department of Homeland Security (DHS) to establish an insider threat program within the Department, mandates employee education and training programs, and establishes an internal DHS Steering Committee to manage and coordinate the Department’s activities related to insider threats.

The bill requires that the Insider Threat Program provide training and education for Department personnel to identify, prevent, mitigate, and respond to insider threat risks to the Department’s critical assets; provide investigative support regarding potential insider threats that may pose a risk to the Department’s critical assets; and conduct risk mitigation activities for insider threats.

The bill requires the Steering Committee, chaired by the Under Secretary for Intelligence and Analysis, to meet regularly and discuss cases and issues related to insider threats to the Department’s critical assets. The bill also requires the Under Secretary, not later than one year after enactment, to develop a strategy to identify, prevent, mitigate, and respond to insider threats to the Department’s critical assets and develop a plan to implement insider threat measures.
