EXPOSED: DISTURBING DETAILS OF NEW PENTAGON “PERCEPTION MANAGEMENT OFFICE”

Ken Klippenstein, an investigative journalist at The Intercept, has exposed how the Pentagon very quietly launched a new internal division, dubbed the “Influence and Perception Management Office” (IPMO), in March.

Its existence is not strictly secret, although there has been no official announcement of its launch, let alone an explanation from Department of Defense (DoD) officials as to its raison d’être or modus operandi. Its budget likewise remains a mystery but purportedly runs into the “multimillions.”

Pentagon financial documents from 2022 offer a laconic and largely impenetrable description of IPMO. The Office, it is said, “will serve as the senior advisor” to Under Secretary of Defense for Intelligence & Security, Ronald S. Moultrie, on “strategic and operational influence and perception management (reveal and conceal) matters”:

It will develop broad thematic influence guidance focused on key adversaries; promulgate competitive influence strategies focused on specific defense issues, which direct subordinate planning efforts for the conduct of influence-related activities; and fill existing gaps in policy, oversight, governance, and integration related to influence and perception management matters. [IPMO]…provides necessary support to National Defense Strategy…to address the current strategic environment of great power competition.”

Nonetheless, references to “reveal and conceal” and “influence and perception management” are tantalizing in the extreme. So too, is IPMO’s position within the U.S. national security structure and the Office’s acting director being intimately tied to the Pentagon’s spookiest operations.

Despite its low-key rollout, IPMO looks set to be a hugely influential new DoD agency in the future, waging ceaseless information warfare at home and abroad. What makes the new venture all the more sinister is that such capabilities are nothing new; the Pentagon has managed multiple similar, if not identical, operations in the past and continues to do so, despite significant controversy and public backlash.

Indeed, the DoD’s official dictionary has a dedicated definition of “perception management”, linking the practice to “psychological operations,” which are defined as actions intended to influence the “emotions, motives, objective reasoning, and ultimately the behavior” of target governments, organizations, groups, and individuals:

Actions to convey and/or deny selected information and indicators to foreign audiences to influence their emotions, motives, and objective reasoning as well as to intelligence systems and leaders at all levels to influence official estimates, ultimately resulting in foreign behaviors and official actions favorable to the originator’s objectives. In various ways, perception management combines truth projection, operations security, cover and deception, and psychological operations.”

This, of course, begs the question of why a new incarnation of what came before and never went away is now being inaugurated by the U.S. defense establishment. As we shall see, no reassuring answers are forthcoming.

FROM SIMP TO SOLDIER: HOW THE MILITARY IS USING E-GIRLS TO RECRUIT GEN Z INTO SERVICE

Amid a crisis in recruitment, the U.S. military has found a new way of convincing a war-weary Generation Z to enlist: thirst traps.

Chief among these attractive young women in uniform posting sexually suggestive content alongside subtle (and sometimes not-so-subtle) calls to join up is Hailey Lujan. In between the thirst traps and memes, the 21-year-old makes content extolling the fun of Army life to her 731,000 TikTok followers. “Don’t go to college, become a farmer or a soldier instead,” she instructs viewers in a recent video. “Just some advice for the younger people: if you’re not doing school, it’s ok. I dropped out of college. And I’m doing great,” she adds.

If Lujan feels like a psyop (a psychological operation) it is because, technically, she is. Lujan is a psychological operations specialist; one of a small number of Army personnel whose job is to carry out influence and disinfo operations, either on or offline. Thus, she is using her femininity to recruit legions of lustful teens into an institution with an infamous record of sexism and sexual assault against female soldiers.

According to Lujan, being a soldier is the “coolest job in the world.” She certainly does make Army life look fun, as she abseils down walls, fires a howitzer, and flies around in an Apache helicopter. “101st airborne division knows what the girls (and boys) really want”, she notes as she plays around with a high-tech, remote controlled robot.

Until late last year, Lujan’s social media accounts were far more tame. But as she pivoted towards content of her in skimpy outfits or suggestive, military-related videos and pictures, her following exploded to nearly three-quarters of a million on TikTok alone. Judging by the comments, her army of followers sees military life in a new light.

15 Reasons Why Mass Media Employees Act Like Propagandists

If you watch western news media with a critical eye you eventually notice how their reporting consistently aligns with the interests of the US-centralized empire, in almost the same way you’d expect them to if they were government-run propaganda outlets.

The New York Times has reliably supported every war the US has waged. Western mass media focus overwhelmingly on foreign protests against governments the United States dislikes while paying far less attention to widespread protests against US-aligned governments. The only time Trump was universally showered with praise by the mass media was when he bombed Syria, while the only time Biden has been universally slammed by the mass media was when he withdrew from Afghanistan. US media did such a good job deceitfully marrying Saddam Hussein to the September 11 attacks in the minds of the public in the lead-up to the invasion of Iraq that seven in ten Americans still believed he was connected to 9/11 months after the war began.

That this extreme bias occurs is self-evident and indisputable to anyone who pays attention, but why and how it happens is harder to see. The uniformity is so complete and so consistent that when people first begin noticing these patterns it’s common for them to assume the media must be controlled by a small, centralized authority much like the state media of more openly authoritarian governments. But if you actually dig into the reasons why the media act the way they act, that isn’t really what you find.

Instead, what you find is a much larger, much less centralized network of factors which tips the scales of media coverage to the advantage of the US empire and the forces which benefit from it. Some of it is indeed conspiratorial in nature and happens in secret, but most of it is essentially out in the open.

Govt. Nudge Units Find the “BEST” Ways to Manipulate the Public

Freedom of speech means a lot to us at the OP.  However, that’s been fading fast, as Daisy has documented, and as though speech restrictions aren’t bad enough, most of us have been lab rats for central planners’ behavioral experiments longer than we probably care to realize.  And now there are Nudge Units.

Huge amounts of money have been poured into “nudge research,” determining the best ways to get populations to change their behaviors without passing laws or using force.

What are Nudge Units?

Let’s look at how these “Nudge Units” got started, what they’ve been used for most recently, and what they’re likely to focus on next.

The concept of “nudging” people into making better choices became popular with the book Nudge—Improving Decisions About Health, Wealth, and Happiness, authored by Richard Thaler and Cass Sunstein, and published in 2008. Their book defines a nudge as:

. . .any aspect of the choice architecture that alters people’s behavior in a predictable way without forbidding any options or significantly changing their economic incentives.  To count as a mere nudge, the intervention must be easy and cheap to avoid.  Nudges are not mandates.  Putting fruit at eye level counts as a nudge.  Banning junk food does not.  (p.6)

Individuals in government and industry quickly realized that the authors’ insights into the decision-making process could be used to manipulate that process in the minds of the general public, many of whom don’t have the time or mental energy for NYT bestsellers.

The British government established its first Behavioural Insights Team in 2010.  It began as a seven-person team within a Cabinet Office nicknamed the “Nudge Unit” then became an independent social purpose company in 2014 before being purchased by Nesta, a larger social purpose company, in 2021.

These social purpose companies employ experts in promoting desirable behaviors.  So in Britain, for example, they want to cut obesity rates in half and reduce household carbon emissions by 28% by 2030.

Entertainment or propaganda? Washington’s insidious grip on the arts

An evil dictator is on the brink of using a nuclear bomb. With no option, the American military deploys secret agents and, against all odds, triggers a democratic revolution by blowing up the dictator in his helicopter to the strains of Katy Perry’s Firework.

I‘ve just outlined the plots of Top Gun: Maverick starring Tom Cruise and The Interview starring Seth Rogan.

But it also describes real world aspirations — here towards Iran and North Korea — from top policymakers across Nato.

These parallels are no coincidence. Because each film was actually subject to script changes imposed by Washington. In the documentary Theaters of War, we show how the CIA and Defence Department have exercised editorial control over thousands of films and TV shows in exchange for lending equipment like helicopters to producers to use on screen.

Such films reflect and construct the paranoid fantasies of our imperial masters, most of them with direct script input: Iran taking Western hostages in Ben Affleck’s Argo; kindly marines unjustly slaughtered for handing out grain to hungry Africans in Black Hawk Down; US politicians too innocent to realise that arming Islamic terrorists will lead to 9/11 in the Julia Roberts hit Charlie Wilson’s War, and the Gerard Butler film Kandahar in which an evil dictator is on the brink of manufacturing a nuclear bomb at a secret facility carved deep inside a mountain. With no option and against all odds…

Is it any wonder that 30 per cent of Americans in a poll said they want to bomb Agrabah, the capital city in Disney’s Aladdin?

Is it any wonder that our politicians, as though clutching rosary beads, prefigure Russia’s invasion of Ukraine with the word “illegal” with no sense of irony and “unprovoked” with no sense of history? When was the last thing you saw depicting Russia which didn’t have it crawling with tyrants? Red Dawn? Rambo; Air Force One; Hunter Killer; James Bond; Jack Ryan; 24; Homeland; Stranger Things…the 6 O’Clock News?

The US government has suppressed scripts — but on others it has overturned their original messages. In the Iron Man screenplay, Robert Downey Jr’s hero was opposed to his father’s arms business. After rewrites he became the ultimate evangelist for a bloodless industry: “Peace means having a bigger stick than the other guy.”

INSIDE THE PENTAGON’S NEW “PERCEPTION MANAGEMENT” OFFICE TO COUNTER DISINFORMATION

NOT LONG AFTER the 9/11 attacks, the Bush administration launched what it called the Office of Strategic Influence, which would seek to “counter the enemy’s perception management” in the so-called war on terror. But it quickly became clear that the office, operating under Defense Secretary Donald Rumsfeld, would be managing those perceptions with its own disinformation.

As the New York Times reported at the time, its work was to “provide news items, possibly including false ones, to foreign journalists in an effort to influence overseas opinion.” In the nascent Internet age, observers worried the propaganda could boomerang back on Americans.

“The question is whether the Pentagon and military should undertake an official program that uses disinformation to shape perceptions abroad,” the Times reported in 2004. “But in a modern world wired by satellite television and the Internet, any misleading information and falsehoods could easily be repeated by American news outlets.”

Now, two decades later, “perception management” is once again becoming a central focus for the national security state. On March 1, 2022, the Pentagon established a new office with similar goals to the one once deemed too controversial to remain open. Very little has been made public about the effort, which The Intercept learned about through a review of budget documents and an internal memo we obtained. This iteration is called the Influence and Perception Management Office, or IPMO, according to the memo, which was produced by the office for an academic institution, and its responsibilities include overseeing and coordinating the various counter-disinformation efforts being conducted by the military, which can include the U.S.’s own propaganda abroad.

This Is What Dystopia Looks Like

So U2 singer Bono is doing illustrations for the imperialist propaganda rag The Atlantic now, because that’s the sort of thing that happens in a dystopian civilization during the death throes of a globe-spanning empire.

Washington Post article, “Bono likes to sketch Atlantic covers, so the magazine hired him,” reports that “Bono is into Atlantic cover fanfic — so much so that he was invited to illustrate the magazine’s June cover featuring Ukrainian President Volodymyr Zelensky.” 

Bono’s latest contribution to the mountain of cringe-inducing Zelensky moments we’ve been seeing for the past year provides a cover image for an article by lifelong war propagandists Anne Applebaum and Jeffrey Goldberg.

The article endorses a Ukrainian offensive to recapture Crimea, which experts largely agree would be the move most likely to trigger a nuclear war in this conflict.

Here’s a paragraph from Applebaum and Goldberg’s article, just to give you a taste of the infantile “Good Guys vs Bad Guys” framing that Western liberals are being fed by mass media war propagandists these days:

“Sometimes, the war is described as a battle between autocracy and democracy, or between dictatorship and freedom. In truth, the differences between the two opponents are not merely ideological, but also sociological. Ukraine’s struggle against Russia pits a heterarchy against a hierarchy. An open, networked, flexible society — one that is both stronger at the grassroots level and more deeply integrated with Washington, Brussels, and Silicon Valley than anyone realized — is fighting a very large, very corrupt, top-down state. On one side, farmers defend their land and 20?something engineers build eyes in the sky, using tools that would be familiar to 20?something engineers anywhere else. On the other side, commanders send waves of poorly armed conscripts to be slaughtered — just as Stalin once sent shtrafbats, penal battalions, against the Nazis — under the leadership of a dictator obsessed with ancient bones. ‘The choice,’ Zelensky told us, ‘is between freedom and fear.’”

The Coming War — Time to Speak Up

In 1935, the Congress of American Writers was held in New York City, followed by another two years later. They called on “the hundreds of poets, novelists, dramatists, critics, short story writers and journalists” to discuss the “rapid crumbling of capitalism” and the beckoning of another war. They were electric events which, according to one account, were attended by 3,500 members of the public with more than a thousand turned away. 

Arthur Miller, Myra Page, Lillian Hellman, Dashiell Hammett warned that fascism was rising, often disguised, and the responsibility lay with writers and journalists to speak out. Telegrams of support from Thomas Mann, John Steinbeck, Ernest Hemingway, C Day Lewis, Upton Sinclair and Albert Einstein were read out. 

The journalist and novelist Martha Gellhorn spoke up for the homeless and unemployed, and “all of us under the shadow of violent great power.” 

Martha, who became a close friend, told me later over her customary glass of Famous Grouse and soda:

“The responsibility I felt as a journalist was immense. I had witnessed the injustices and suffering delivered by the Depression, and I knew, we all knew, what was coming if silences were not broken.”

Her words echo across the silences today: they are silences filled with a consensus of propaganda that contaminates almost everything we read, see and hear.  Let me give you one example: 

On March 7, the two oldest newspapers in Australia, the Sydney Morning Herald and The Age, published several pages on “the looming threat” of China. They coloured the Pacific Ocean red. Chinese eyes were martial, on the march and menacing. The Yellow Peril was about to fall down as if by the weight of gravity.

No logical reason was given for an attack on Australia by China. A “panel of experts” presented no credible evidence: one of them is a former director of the Australian Strategic Policy Institute, a front for the Defence Department in Canberra, the Pentagon in Washington, the governments of Britain, Japan and Taiwan and the West’s war industry.

“Beijing could strike within three years,” they warned. “We are not ready.” Billions of dollars are to be spent on American nuclear submarines, but that, it seems, is not enough.”‘Australia’s holiday from history is over”: whatever that might mean. 

There is no threat to Australia, none. The faraway “lucky” country has no enemies, least of all China, its largest trading partner. Yet China-bashing that draws on Australia’s long history of racism towards Asia has become something of a sport for the self-ordained “experts.” What do Chinese-Australians make of this? Many are confused and fearful. 

The authors of this grotesque piece of dog-whistling and obsequiousness to American power are Peter Hartcher and Matthew Knott, “national security reporters” I think they are called. I remember Hartcher from his Israeli government-paid jaunts. The other one, Knott, is a mouthpiece for the suits in Canberra.  Neither has ever seen a war zone and its extremes of human degradation and suffering.  

“How did it come to this?” Martha Gellhorn would say if she were here. “Where on earth are the voices saying no? Where is the comradeship?”
