Russia Challenges US: If Biolab Documents are Fake Then Ask Head of the DTRA Office at the US Embassy in Kiev Joanna Wintrol Why She Signed Off on Them?

On Friday, March 18, the Russian Permanent Representative at to the United States Security Council Vassily Nebenzia presented what the Russian government claims is proof of a US bioweapon program in Ukraine and Georiga (Gateway Pundit reported). Nebenzia claims that the program has been running since 2005, and that “American colleagues were not assisting the Ministry of Health as they claimed, but rather the Ministry of Defense of Ukraine.”

According to Nebenzia, the US Department of Defense “delegated broad authorities to its affiliated contractor Black & Veatch in cooperation with Ukrainian state authorities.” The experiments on deadly pathogens in Ukraine were not conducted by Ukrainians, but by Pentagon personnel and foreign researchers, Nebenzia claims.

“The Defense Threat Reduction Agency (DTRA) competitively awarded Black & Veatch Special Projects Corp. (Black & Veatch) one of its Biological Threat Reduction Integrating Contracts (BTRIC) in 2008 (in Ukraine). The 5-year IDIQ contract (with a 5-year option) has a collective ceiling of $4B among the five selected contractors”, the Black & Veatch website acknowledges.

“Simply speaking, Ukrainian authorities gave Pentagon a carte blanche and let them carry out dangerous biological experiments on the territory of Ukraine. Thereby, the American contractor was exempt from any taxes under Ukrainian legislation”, Nebenzia said. He called the programs “a cynical use of Ukraine’s territory and population for dangerous research that Washington does not want to have at home so that to not put its own population at risk.”

WHO advised Kiev to destroy disease-causing pathogens

The World Health Organization (WHO) has reportedly told Kiev to dispose of dangerous research materials kept in laboratories around the country to prevent the pathogens from being leaked or “accidentally” released. 

The UN agency revealed the details behind its recommendation to Ukraine in statements to Reuters and Russia’s TASS news agency on Friday. 

“As part of this work, WHO has strongly recommended to the Ministry of Health in Ukraine and other responsible bodies to destroy high-threat pathogens to prevent any potential spills,” the UN agency stated, as quoted by Reuters. It specified neither the nature of materials that should be destroyed, nor the date when it gave the advice.

The agency only reportedly told Reuters that it had been working with Kiev for “several years” to make sure “accidental or deliberate release of pathogens” never happens.

List of Ukraine biolab documents reportedly removed by US Embassy

Up until recently, the existence and details of these bioweapons labs were public knowledge. The US embassy had previously disclosed the locations and details of these laboratories in a series of PDF files online. On February 26, 2022, the official embassy website shut down the links to all 15 bioweapon laboratories.

All the documents associated with these labs have been removed from the internet. If you click on any of the links, the PDF files are no longer available. Thankfully, these files have been archived and can still be accessed.

Russian MoD on US Biolabs: One Goal Was to Create Bioagents That Can Target Certain Ethnic Groups

The Russian Defence Ministry earlier announced that the United States had poured money into biological research facilities in Ukraine, alleging they may have been used in order to create biological weapons and conduct bat coronavirus-related experiments.

Among the goals of the biological research laboratories in Ukraine suspected of having been funded by the United States was the creation of bioagents that would be capable of targeting certain ethnic groups, the Russian Defence Ministry revealed on Thursday.

“The available documents confirm numerous cases of the transfer of biological samples of Ukrainian citizens abroad. With a high degree of probability, we can say that one of the tasks of the United States and its allies is the creation of bioagents that can selectively affect various ethnic groups of the population”, said Igor Kirillov, the head of the Nuclear, Biological, and Chemical Protection Troops of the Russian Armed Forces.

Kirillov said that 350 cryocontainers with blood serum samples were transferred from the Public Health Centre of the Ministry of Health of Ukraine to a reference laboratory for infectious diseases at Australia’s Doherty Institute under the pretext of determining antibody titers.

Gabbard: Ukrainian Labs Funded by U.S. ‘Need to Be Shut Down Immediately’

Wednesday on Fox News Channel’s “Tucker Carlson Tonight,” former Rep. Tulsi Gabbard (D-HI) weighed in on the report that the United States was operating biowarfare laboratories in Ukraine.

Gabbard slammed the Biden administration for covering up the existence of the labs and said she was “extremely concerned” should Russia seize control in its invasion of Ukraine.

“I’m extremely concerned, as should be every American and everyone in the world,” Gabbard stated. “The seriousness of this situation really can’t be overstated.”

“So, if there were or are, obviously that would be a violation of the Biological Weapons Convention,” she added. “Number two, they categorically have been trying to hide this, as you’ve laid out very, very well. And then once they were found out, rather than saying: Hey, you know what, this is a critical emergency, it’s a crisis. We have these pathogens in the midst of a warzone, not just in one location but between 20 and 30 labs in Ukraine. This is a global crisis. We’re going to take action immediately.”

Gabbard called for the labs to be “shut down immediately” because “they are posing a threat to the world.”

Victoria Nuland: Ukraine Has “Biological Research Facilities,” Worried Russia May Seize Them

Self-anointed “fact-checkers” in the U.S. corporate press have spent two weeks mocking as disinformation and a false conspiracy theory the claim that Ukraine has biological weapons labs, either alone or with U.S. support. They never presented any evidence for their ruling — how could they possibly know? and how could they prove the negative? — but nonetheless they invoked their characteristically authoritative, above-it-all tone of self-assurance and self-arrogated right to decree the truth and label such claims false.

Claims that Ukraine currently maintains dangerous biological weapons labs came from Russia as well as China. The Chinese Foreign Ministry this month claimed: “The US has 336 labs in 30 countries under its control, including 26 in Ukraine alone.” The Russian Foreign Ministry asserted that “Russia obtained documents proving that Ukrainian biological laboratories located near Russian borders worked on development of components of biological weapons.” Such assertions deserve the same level of skepticism as U.S. denials: namely, none of it should be believed to be true or false absent evidence. Yet U.S. fact-checkers dutifully and reflexively sided with the U.S. Government to declare such claims “disinformation” and to mock them as QAnon conspiracy theories.

Unfortunately for this propaganda racket masquerading as neutral and high-minded fact-checking, the neocon official long in charge of U.S. policy in Ukraine testified on Monday before the Senate Foreign Relations Committee and strongly suggested that such claims are, at least in part, true. Yesterday afternoon, Under Secretary of State Victoria Nuland testified before the Senate Foreign Relations Committee. Sen. Marco Rubio (R-FL), hoping to debunk growing claims that there are chemical weapons labs in Ukraine, smugly asked Nuland: “Does Ukraine have chemical or biological weapons?”

Rubio undoubtedly expected a flat denial by Nuland, thus providing further “proof” that such speculation is dastardly Fake News emanating from the Kremlin, the CCP and QAnon. Instead, Nuland did something completely uncharacteristic for her, for neocons, and for senior U.S. foreign policy officials: for some reason, she told a version of the truth. Her answer visibly stunned Rubio, who — as soon as he realized the damage she was doing to the U.S. messaging campaign by telling the truth — interrupted her and demanded that she instead affirm that if a biological attack were to occur, everyone should be “100% sure” that it was Russia who did it. Grateful for the life raft, Nuland told Rubio he was right.
