Ohr Memo Confirms Clinton Team Had Early Knowledge Of Ukrainian Black Ledger

The newly released Nellie Ohr documents from Sen. Chuck Grassley, R-Iowa, have already made waves for two major reasons. First, they show the FBI concluded Nellie Ohr lied to Congress and then failed to act on it. Second, they revealed an internal FBI “black hole” filing system designed to bury evidence that contradicted or disproved the Donald Trump-Russia narrative, shielding it not just from the public but from the FBI’s own agents.

Yet there’s more. Buried in the release is also confirmation of another key aspect of how the Russiagate smear unfolded, one that has so far escaped much attention: Clinton campaign operative Ohr appears to have had advance knowledge of the so-called “black ledger” operation by Ukrainian officials.

This operation ultimately led to the political downfall of Trump campaign manager Paul Manafort in 2016. This information also provides more evidence that it wasn’t Trump who colluded with foreign powers against domestic opponents — it was Democrats.

While the broad outlines of this connection between the Clinton campaign and Ukraine have been known for some time, the newly released documents reveal the FBI was aware of Ohr’s foreknowledge as early as 2019. That’s when a report on her activities was written — but the FBI took no action.

Notably, this was before the first impeachment of President Trump, which was triggered by his inquiries into corruption in Ukraine. This detail confirms the strong likelihood that the Clinton campaign was more directly involved in the Ukrainian effort to smear Trump than was previously acknowledged.

The American public didn’t learn about the ledger until August 15, 2016, when The New York Times ran a front-page story accusing Manafort of receiving off-the-books cash payments from the Party of Regions, the political party of Ukraine’s deposed president, Viktor Yanukovych. But according to Grassley’s release, Nellie Ohr had already tipped off her husband, Bruce Ohr — then a senior DOJ official — along with two prosecutors from the DOJ’s Organized Crime Drug Enforcement Task Force, on May 30, 2016.

Even more striking, that alert came a full day before the first known public mention of the ledger in Ukrainian press. That May 31 article, co-authored by anti-Trump activist Serhiy Leshchenko, mentioned the ledger’s existence but made no reference to Manafort or U.S. politics. In congressional testimony, Nellie Ohr later admitted that Leshchenko was one of her sources at Fusion GPS and had passed along information about Manafort.

Leshchenko has been candid about his motives. Speaking to the Financial Times in 2016, he said his goal in publicizing the ledger was to intervene in the U.S. elections to damage Trump, whom he described as a pro-Russian candidate who could destabilize the global order. Notably, Leshchenko now serves as an advisor within Ukrainian President Volodymyr Zelensky’s inner circle, a disturbing fact considering his history of actively promoting anti-Trump disinformation.

Ohr’s foreknowledge and contact with Leshchenko provide more evidence that the Clinton campaign, through Fusion GPS, was not only behind the fake Steele and Alfa Bank dossiers, but also acted as a conduit between Ukrainian political operatives and U.S. law enforcement. These efforts laundered foreign political propaganda into the DOJ and FBI under the guise of international criminal intelligence.

The ledger’s authenticity has long been in question. Manafort was never charged with receiving the cash payments alleged in the ledger and reported by The New York Times. Shortly after the 2016 election, Ukraine’s former domestic intelligence chief, Valentyn Nalyvaichenko, expressed skepticism, pointing out it was suspicious only one fragment of the ledger had surfaced. “Where is the handwriting analysis?” he asked. “It’s crazy to open an investigation based on this kind of document.”

The orchestration also appears to go back even further. According to former Ukrainian diplomat Andrii Telizhenko, who spoke exclusively to me about the latest Ohr revelations, the operation began with a January 19, 2016 meeting at the White House.

US diverted military aid for Kiev to Middle East – Zelensky

US President Donald Trump’s administration has diverted a large military aid package his predecessor promised to Kiev to American forces in the Middle East, Ukraine’s Vladimir Zelensky has told ABC. The package included thousands of anti-drone missiles Ukraine desperately needs to fight Russia’s long-range unmanned aerial vehicles (UAVs), he said.

The Ukrainian leader raised the issue in an interview with ABC News’ Martha Raddatz which aired on Sunday. When asked about the importance of US support, Zelensky admitted that the Ukrainian military was struggling to deal with Russian UAVs on its own.

“We have a lot of problems with these Shaheds,” he said, referring to Russian Geran-2 long-range drones, which Kiev claims to be Shahed-family UAVs allegedly supplied to Moscow by Tehran. Both Russia and Iran have previously denied the allegations.

The Ukrainian leader then revealed that Kiev had not received a major aid package it was “counting on.” Former US Defense Secretary Lloyd Austin promised Ukraine 20,000 anti-drone missiles that were based on a “special technology,” Zelensky claimed. Austin served as the secretary of defense under Trump’s predecessor, Joe Biden.

Ukraine Not Reclaiming Bodies for Fear of Admitting Losses, Paying Widows – Medvedev

Kiev refuses to accept the bodies of Ukrainian soldiers because it does not want to admit the losses and is unwilling to pay compensations to their families, Russian Security Council Deputy Chairman Dmitry Medvedev said on Saturday.

“The Kiev bastards don’t want to take the bodies of their dead soldiers. There are two reasons: it’s scary to admit that there are 6,000 of them and they don’t want to pay widows,” Medvedev wrote on X.

Earlier in the day, Vladimir Medinsky, a Russian presidential aide and head of the Russian delegation to the talks with Ukraine, said that Russia had started the process of repatriating over 6,000 bodies of Ukrainian soldiers as well as the exchange of prisoners of war, as agreed at the negotiations in Istanbul on June 2. Medinsky had to comment on the situation, because the Ukrainian side did not arrive at the exchange site, although the date had been declared in advance.

Russian military Telegram channel Military Chronicle has put forward a thought-provoking theory that the ‘retaliation’ will take the form of a prolonged series of missile and drone raids over the next days.

“Russia’s missile strike on the night of June 5-6, 2025, according to the latest information, was not a separate action, but the start of a series. The structure of the attack, the depth of damage, and the choice of targets indicate a transition to a phase of fire impact stretched over several cycles. If the pace continues, strikes can be expected in the coming days on the remaining critical nodes: the Kiev Hydroelectric Power Station (as well as energy facilities that were refrained from), the Dnepr Hydroelectric Power Station, and individual 750 kV substations linking the central and eastern energy systems of Ukraine.

The form of the strikes, apparently, will remain the same: combined waves of Geraniums, medium- and long-range missiles, with reconnaissance based on the traces of previous damage and repeating the cycle. The key difference is not so much in the means, but in the rhythm. If earlier the Ukrainian air defense in the center of the country could cope with isolated raids, now, with a high level of saturation and alternation of weapons, it is no longer possible to do this in full. Especially against the background of losses of equipment that is difficult to replace, such as the Patriot air defense system.”

  • Graham and Pompeo gave statements suggesting bipartisan U.S. commitment to military and economic escalation.

These actions were taken without President Trump’s authorization and occurred while his administration was pursuing diplomatic de-escalation and ceasefire negotiations through backchannels.

US Refuses Air Cover For European ‘Reassurance Force’ In Postwar Ukraine

The British and French-led effort to establish a ‘coalition of the willing’ to stand up to Russia and defend Ukraine just hit another major roadblock, as Bloomberg is reporting Wednesday the US has effectively vetoed a plan to provide American air defenses to back a “reassurance force” for postwar Ukraine.

British Prime Minister Keir Starmer has been insisting that US-backed air defenses are key to any future permanent settlement plans for ending the war. Western proposals for ending the war have all featured foreign-backed and monitored security guarantees for Ukraine.

On this, Starmer had said back in February that “There must be a US backstop” and that the “US security guarantee is the only way to effectively deter Russia from attacking Ukraine again.”

After Western billions already sunk into keeping Ukraine’s military and civic infrastructure afloat, the UK and France are also seeking from President Trump pledges of future air power, and border surveillance and intelligence.

The Europeans also envision a strong, permanent security bulwark backed by the United States along NATO’s eastern flank.

Yet, President Trump has repeatedly warned allies that if NATO countries don’t pay their fair share they won’t be protected. This despite European leaders as well as some US politicians expressing recent concern that the Atlantic alliance is becoming weaker than ever, and that Article 5 collective defense is in peril.

Trump has lashed out at NATO countries for not even meeting their current two percent spending goal while the unfair burden has long fallen United States.

“We appreciate the work that the allies, particularly France and the United Kingdom together with Germany and others have undertaken to develop the coalition of the willing,” US Ambassador to NATO Matthew Whitaker said at a press breifing Brussels on Wednesday. “We are counting on all our European allies to continue taking the leadership position in contributing military resources and providing the political capital to make security guarantees a reality.”

All of this comes as it was only on Tuesday that Dutch slapped down a proposal to increase defense spending to 3.5% of gross domestic product (GDP), key to NATO’s capability targets, in a non-binding motion.

While it doesn’t have legal force at this point, this makes clear parliament’s opinion, unleashing deeper tensions among NATO allies, and as the Trump White House exerts pressure to rapidly raise collective defense.

Also, Bloomberg reported separately Tuesday, “NATO is asking European member states to expand ground-based air-defense capabilities fivefold as the alliance races to fill a key gap in response to the threat of Russian aggression, people familiar with the matter said.” 

All indicators are that the Trump administration no longer envisions the United States as heading up NATO, especially when other countries can’t step up and pay their fair share.

Pentagon redirects missile components from Kiev to own forces – WSJ

The Pentagon has redirected key missile components originally intended for Ukraine’s air defense to American forces in the Middle East, the Wall Street Journal reported on Wednesday, citing a confidential notification sent to Congress last week. The move comes as US President Donald Trump has been winding down support for Ukraine since entering office. 

According to the WSJ, the move concerns proximity fuzes used in ground-based Advanced Precision Kill Weapon System (APKWS) – a guided rocket system that Ukraine has reportedly been using for the past several years to shoot down drones. The fuzes were acquired under the Ukraine Security Assistance Initiative under former US President Joe Biden. Although funding for the initiative has already been spent, previously approved shipments are still scheduled to arrive in Ukraine later this year and the next.

However, the WSJ has claimed that US Defense Secretary Pete Hegseth authorized the transfer of the fuzes via an internal memo last month, designating it as a “Secretary of Defense Identified Urgent Issue.” The decision was reportedly communicated to the Senate Armed Services Committee, although the Pentagon has declined to comment publicly.

Citing anonymous sources and internal documents, the WSJ said the US Air Force intends to use the reallocated fuzes in rockets mounted on F-16 and F-15E fighter jets. The redirection was permitted under an emergency military spending bill passed last year.

US Embassy Tells Americans Be Prepared To ‘Take Cover’ As Kiev Braces For ‘Shock & Awe’ Attack

The US Embassy in Kyiv has issued a new Wednesday heightened security alert due to “continued risk of significant air attacks” by Russia on Ukraine.

The Kremlin, including President Vladimir Putin himself, has said that major retaliation is coming, after the Sunday massive cross-border Ukrainian operation which destroyed many of Russia’s premier military aircraft, including long-range strategic bombers.

President Trump has said of an over one-hour phone call he held with Putin Wednesday, that “We discussed the attack on Russia’s docked airplanes, by Ukraine, and also various other attacks that have been taking place by both sides.” Trump went on to call it a good conversation, however “not a conversation that will lead to immediate Peace.”

The below official embassy alert, marked June 4, relays the following information for American citizens remaining in the Ukrainian capital [emphasis ZH]:

Event:  Russia has increased the intensity of its missile and drone attacks against Ukraine in recent weeks, and there is currently a continued risk of significant air attacks. The U.S. Embassy in Kyiv urges U.S. citizens to exercise appropriate caution.  As always, we recommend you be prepared to shelter immediately in the event an air alert is announced

Actions to Take: 

  • Identify shelter locations in advance of any air alert.
  • Download a reliable air alert app to your mobile phone, such as Air Raid Siren or Alarm Map.
  • Immediately take shelter away from windows in the most hardened location you can move to if an air alert is announced.
  • Monitor local media for updates.
  • Keep reserves of water, food, and medication.
  • Follow the directions of Ukrainian officials and first responders in the event of an emergency.
  • Review what the Department of State Can and Cannot Do in a Crisis

Of note in Trump’s phone call with Putin is that nothing was stated from Trump in the way of a US demand that Putin not retaliate against Ukraine (or at least which was not disclosed in his Truth Social post).

The absence of a preemptive condemnation for any major retaliation suggests that major aerial retaliation is indeed imminent, and that Washington ‘understands’ the tit-for-tat nature of what is likely about to happen.
