Hellbound and Down 
It went from punishment to occupation.
Our selected toadies and there idiots enjoyed the jobs program, but never took over the operation.
I saw this a few years ago, namely from the idiots that wouldnt show up for training. Then the people that did show up wouldnt fight.
Clearly the only people who wanted to win won.
